East Herts District Council Parking Strategy Development Case Study

East Herts District Council (EHDC) partnered with Citisense to consult on and deliver an updated Parking Strategy. As part of this initiative, Citisense proposed and led the consultation on a range of innovative measures, including the introduction of carbon-emissions based parking charges, a Workplace Parking Levy, and a diesel vehicle surcharge.

These proposals aimed to reduce traffic congestion, ensure greater consistency in parking prices across the district, and generate revenue to support the council’s medium-term financial plan.

Adopting a parking strategy grounded in broader environmental, social, and economic goals, and informed by direct engagement feedback, helps futureproof EHDC by providing a clear framework and authority to justify and guide future ambitious parking measures in alignment with the strategy’s established objectives.
