TFL’s London on the Move strategy sets out a clear direction for how the capital’s streets will be operated to 2030. Two themes stand out in particular: the expansion of lane rental to borough roads, and the growing use of AI-enabled cameras and data to improve safety, performance and coordination.
For London boroughs, this is not a future-facing ambition, it’s a signal that expectations around street management, disruption and evidence-led decision-making are rising now.
The planned expansion of lane rental schemes in London represents a significant policy shift. While the principles are well understood, successful delivery depends on far more than charging mechanisms alone.
In practice, boroughs need:
Over the past 12 months, Citisense has rapidly established itself as a leading consultancy supporting lane rental delivery in London. We were among the first to offer dedicated lane rental consultancy services to boroughs and have supported multiple London authorities to develop data-led, innovative lane rental plans that respond to the modern challenges of a growing city. Our work helps teams move from policy intent to live operation, building the governance, processes and confidence needed to operate lane rental effectively in practice.
Early, practical support consistently reduces risk and accelerates delivery, leading to better outcomes for road users. When implemented well, lane rental has the potential to improve local journey times, reduce disruption, cut carbon emissions and contribute to lower road danger across the network.
“I have found Citisense to be thoughtful and considerate of our needs, they are attentive and professional throughout and are clear with their actions, thoughts and ideas. I very much recommend Citisense to anyone requiring consultancy service” – Royal Borough of Kingston upon Thames
Citisense’s Technical Director, Nicholas Ruxton-Boyle, will be sharing practical lessons from borough delivery at the DfT Lane Rental Conference this April, reflecting on how lane rental can be used as a practical tool to improve journey reliability, reduce congestion and support safer, more efficient streets.

TfL’s London on the Move strategy underlines the growing role of AI-enabled cameras, near-miss analysis and real-time data in improving street safety, performance and bus reliability across London.
For boroughs, the challenge is not the availability of technology, but how insight is used to support evidence-led decisions, prioritise interventions and demonstrate impact over time.
Through our Citisensors and Smartlenz technology, Citisense supports authorities to understand how streets are actually used across all modes, identify risk-based safety and disruption hotspots, and monitor compliance and performance before and after change. This insight feeds directly into scheme design, delivery and post-implementation review, helping officers move confidently from data to decision-making.
Our approach is technology-agnostic and focused on outcomes, enabling boroughs to retain ownership of their data while using it to improve safety, bus performance and the overall efficiency of their street network.
What London on the Move makes clear is that boroughs sit at the centre of delivery. The coming years will be less about new ideas and more about scaling what works, efficiently, collaboratively and with confidence.
Citisense brings together lane rental expertise, operational insight and advanced data capability to support boroughs at every stage of that journey.
If you’re a London authority considering what this strategy means in practice, we’re always happy to share lessons learned and practical experience.
